To the Windsor family and friends, please accept my deepest and most sincere condolences. I had the privilege of growing up in Mount Pearl, and getting to know Mr. Windsor (as I would always reference in my meets with 'Neil' as he would insist). I will always be grateful for what he did for us and our community, and the City of Mount Pearl.
I aspired to be an engineer as well, and today am the City Engineer for Mount Pearl. What great shoes to fill! I chatted with Neil when the municipal building was named in his honour. He was so proud that day, and I was so pleased to be a small part of the ceremony.
To Neil's family, please know that the great leadership and true community spirit lives on in us as a result of Neil's spirit and help for us all.

It is with great sadness that we learned of Neil’s passing. It was an honour and a privilege to have served with Neil as a member in the House of Assembly. Neil’s contribution to the city of Mount Pearl is well documented and appreciated by all who knew him. Neil also make a significant contribution to our province and the Burin Peninsula has been one of the beneficiaries of his leadership and commitment. As the Minister responsible for the Marystown Shipyard Neil worked tirelessly to maintain employment whereby his efforts were always appreciated by the employees of the yard and their families.
Last year we enjoyed seeing him once again at Don & Maxine’s home in Florida.
Ann,we will continue to remember you in our prayers as you and your family mourn the loss of a husband, father & grandfather. RIP Neil.

Our sincere condolences on Neil’s passing. Although he had faced significant health challenges over the last several years, he maintained, with your support Anne, an active life. It was through APEGA that we came to know you and Neil. Your outgoing, warm and fun personalities were trademarks. Please accept our sincere condolences. Neil was the type of person that made a lasting impact on people who had the privilege to get to be around him. He was a force and an inspiration. When I first joined Engineers Canada , I remember the Chair of the time, giving this piece of advice: One of the first things you have to do is go meet with Neil Windsor, and he was right! His strength, experience and deep appreciation of the importance of people connections and relationships were remarkable. I have fond memories of the times spent with my APEGGA colleagues during my years at Engineers Canada.

My father Jack was Neil’s uncle and they both served in the House of Assembly ( on opposite sides of the house) in the late 70’s. I haven’t seen Neil since I was a young girl but I remember my father being very fond of him. My sincere condolences to the family at this difficult time.

To Anne and the Windsor family. My fondest memories of Neil were from Exploits at the family cabin and Florida. Anne and Neil are dear family friends of my parents Don and Maxine. We got to share a lot of great times with Anne and Neil as well. My fondest memory were when my two boys got a proper introduction to Neil when they were younger on a trip back to Exploits. I told them about the family and career that Neil had built and my boys were truly impressed. Not one for attention, Neil was more interested in the fish that his buddies grandchildren had caught that day. Neil's earnest personality was something to behold and one of the reasons people gravitated to him. And I am truly in awe of the courage that he showed in the tougher times and how his partner Anne supported him. Thinking about the family in this tough time. I first met Neil at MUN and then later at the Provincial Government. I was fortunate to serve as Deputy Minister of Development and Tourism from late 1979 to early 1985 when he was the Minister of that Department. Neil was a good Minister, and a great person to work with. We enjoyed a close, professional relationship for that full period during which we worked on all kinds of interesting and diverse assignments and had fun doing it.

My most interesting/funny memory of Neil occurred in the mid 1970s when I was employed with the Dept Auditor General. An audit I conducted was included in the AG report and was reviewed by the House of Assembly's public accounts committee. I was assigned to a committee meeting & was a bit surprised when my first cousin, Neil walked in representing the PC government. However it got really interesting when one of the Liberal members walked in. It was none other than our uncle Jack Windsor, the MHA for Fortune. But it didn't end there as the next PC member to attend the meeting was Ray Winsor who is a distant cousin. Our condolences to Neil's family from our family. Keith & Ann Windsor

Dignity personified. That was Neil. Throughout a decade of difficulties, he demonstrated a quiet, thoughtful and pragmatic demeanour despite his systemic illness. He also had a spouse with equal intestinal fortitude who assuaged her husband's way through those tough times. Now he can rest.
In the remains of the day, if under adverse conditions, I hope we can all conduct ourselves in a similar manner as Neil did.

Anne and Neil’s family
Sorry to see that Neil has made his exit from the stage of life.
We were teammates on the Boyle Trophy hockey team of Memorial Beothucks in 1965
Neil was an outstanding goalie and was well respected by those on his team and opponents.
He had a remarkable Professional and political career and at every level he excelled.
His contributions to Mount Pearl and the Province are legendary.
He dealt with his health issues with courage and the strong support of Anne and his family.
I last saw him at the 50 th Anniversary of the Beothucks Championship Season -
He was engaged and we were all happy to see him - he was happy to be with his teammates.
Neil Windsor made a difference to many on the road of his life
He is now at rest and may his eternal rest be in peace
